Upstream update: Uganda parliament passes revenue management law

Uganda’s parliament passed the Revenue Management Bill on 27 November, handing control over oil revenue to the Ministry of Finance and Bank of Uganda and giving parliament substantial oversight over how the money is spent. The legislation, based on the 2012 oil and gas revenue management policy, was drafted in 2010 and has undergone numerous reviews and changes. After such a long consultative process, the law was approved quietly, and was not widely covered in the national press.
