Prime Minister Nouri Al-Maliki is reaching the end of the 100- day period of office after which he invited voters to judge his performance. His unwieldy government of 44 ministers, many of whom were appointed by quota, has made little progress on the key issues of improving public services, such as the provision of power, water, health and education. Security problems are now re-emerging.
