High-profile ambassador to the United States Yousef Al-Otaiba was given the rank of minister in a federal decree issued by President Sheikh Khalifa Bin Zayed Al-Nayhan on 4 November. The move may be a first step in Otaiba’s return to the UAE after nine years in Washington, perhaps to be placed in the cabinet.
