Saudi Arabia: Defence reforms go well beyond personnel changes

The series of royal decrees issued on the evening of 26 February in Riyadh were focused on defence, in keeping with Crown Prince and defence minister Mohammed Bin Salman (MBS)’s intent that the Ministry of Defence (MoD) should be at the vanguard of the Vision 2030 programme of reform and an example for other ministries to follow. Somewhat overshadowed by the announcement of the key new appointments, one of the package of decrees gave the go-ahead for the implementation of the first phase of a radical restructuring of the MoD and its subordinate services.
