Regional: Kagame takes AU presidency

Rwandan President Paul Kagame has taken over as African Union (AU) president, replacing Guinea’s Alpha Condé at the pan-African grouping’s annual summit in Addis Ababa. Kagame has been a driving force behind plans to radically overhaul AU finances, imposing a 0.2% levy on all import transactions by member states. AU secretary-general Moussa Faki Mahamat used the summit to underline the extent of challenges facing the continent and the consequent need to overhaul the AU.
