Qatar: Pushing on with Kafala reform

Qatar appears to be on track with its plans to reform the controversial Kafala (sponsorship) system. The new law regulating the entry and exit of expatriates should come into effect from 13 December. Under the Kafala system, in place across the GCC, migrant workers are tied to their employers and may not switch jobs or leave the country without their permission. Qatar, in particular, has received a lot of criticism – especially following the award of the FIFA 2022 World Cup to Doha – for labour abuses allowed under the system.
