Pragmatism sustains Russia’s relations with Qatar and Saudi Arabia

Recent years have been challenging for the relationship between Russia and the Gulf. The war in Syria, in particular, has put Moscow in direct confrontation with Riyadh and Doha, the strength of whose opposition to Syrian President Bashar Al-Assad has been matched by Moscow’s support for his regime. Political tensions have also had economic ramifications, limiting opportunities for co-operation or investment: in 2010-11, Qatar declined Russia’s offer of a number of investment projects in oil and gas, construction or mining sectors, valued at around $10bn-$12bn; politics seem to have been a determining factor.
