Downstream update - West Africa: Nigeria hopes refinery work can end fuel woes, but gas schemes await clarity

Work is finally getting under way on badly needed turnaround maintenance for Nigeria’s state-owned refineries, ahead of government plans to offer them for privatisation. But plans to expand the role of natural gas in the country’s downstream and power sectors remain hampered by a lack of policy clarity, with the Petroleum Industry Bill now likely to be postponed until after the 2015 election.
