Libya: Tobruk threatens to bring NOC to east

The Tobruk-based government of Abdullah Al-Thinni has appointed its own National Oil Corporation (NOC) chairman and is attempting to attract enough experienced officials or former officials to recreate a new headquarters for the company in the Sirte Basin oil town of Ras Lanuf. It may even go one step further and establish new bank accounts at an institution in the historic capital of Al-Baida, east of Benghazi, to receive payments for international crude oil sales. Until now, the administrations of both NOC and the Central Bank of Libya (CBL) have remained headquartered in Tripoli, which is controlled by the rival government of Omar Al-Hassi, made up of members of the former General National Congress.
