Kuwaiti authorities try balancing pragmatism and populism over status of non-citizens

Kuwait’s sometimes troubled relationship with its resident non-citizens has returned to the forefront of politics, with a new initiative to deal with the long-running issue of the large population of stateless residents, known as the bidoon. It is taking place against a backdrop of debate about the position of expatriates in Kuwait, in which the government has taken an ambiguous position of announcing a raft of restrictive measures which it then often fails to implement.
