A judicial review of a decision by the Public Procurement Administrative Review Board (PPARB) to uphold the award by Kenya Electricity Generating Company (KenGen) of a tender to lease geothermal wellhead generation units has begun in Kenya’s High Court. It follows an application by Russian company Power Machines, which is the technical partner for a consortium comprising Kenyan investment house TransCentury and its subsidiary Civicon that lost out in the tender. KenGen’s tender committee selected a rival consortium comprising local leasing and finance company RentCo East Africa and Kenya’s Lantech Africa, with Japan’s Toshiba as technical partner.
