Kenya: Government measures test investor confidence

While Kenya has long been lauded as a destination for independent power producers (IPPs), concerns about government liabilities and power oversupply have become more pronounced over the past year. A number of developers have told African Energy that drafts of new government letters of support issued in the wake of the failure of the Kinangop wind farm are not workable, and it is not clear what cabinet secretary Charles Keter intends to achieve in a review of power purchase agreements (PPAs).
