Kenya: Lamu coal power plant petition dismissed

Construction of the 1,000MW Lamu coal plant is set to go ahead after the Public Private Partnership Petition Committee ruled in favour of a consortium led by Kenyan companies Gulf Energy and Centum Investment Company following an appeal by China’s Hebei Construction Investment Group-Liketh Investment consortium against the tender award in September 2014. The consortium had argued that it had been unfairly disqualified from the process due to a typographical error in the calculation of the fuel charge rate in its bid. It also accused Tata Power, which was initially included as part of the Gulf-Centum consortium, of double bidding, because Tata also expressed an interest independently.
