The Iraqi parliament passed an election law on 4 November, paving the way for a general election. Vice-president Kudhair Al-Khuzaie issued a decree setting 30 April 2014 as the date for the poll, although the new law still needs to be approved by the Federal Supreme Court, which has often ruled laws passed by parliament unconstitutional.Voting on the election bill had been delayed for weeks. The main area of contention was a dispute between the Kurdistani Alliance and the Arab blocs over which electoral system to use.
