As head of a government that seems rather ad hoc, with no defined coalition structure, Adil Abdul-Mahdi cleared one political hurdle on 24 October, when he was officially sworn in as prime minister, but he has struggled to get his cabinet picks through the Council of Representatives (the unicameral parliament) in what could be a foretaste of political difficulties to come.
