The standoff in Iraq – accompanied by rising tensions within the Islamic Republic, reflected by fuel riots as GSN went to press – represents one of the most serious challenges yet to Iran’s regional approach. Tehran’s strategy of entrenching its influence via indirect means has achieved remarkable success for well over a decade. In a report published in early November, the London-based International Institute for Strategic Studies (IISS) painted a picture of an Iranian regime that has overcome its limited conventional military abilities and lack of state allies to become a regional heavyweight.
