The complex deal surrounding the release on 21 April of the Qatari royals kidnapped in Iraq in December 2015 involved a mix of high-level diplomacy and shadowy security agencies. One figure deeply involved in the breakthrough is Major General Ghanim Khalifa Al-Qubaisi (sometimes spelt Kubaisi), head of Qatar State Security (QSS), the country’s small but very active intelligence service.Al-Qubaisi may not have a high public profile, but over the past six years he has redefined the mission, vision and the nature of Qatar’s intelligence capabilities, sources told GSN.
