One voice strangely silent in the dispute between the Tobruk and Tripoli governments over control of the strategic Sirte Basin oil export terminals has been that of Ibrahim Al-Jathran, leader of the Cyrenaica Political Bureau and former commander of the central region Petroleum Facilities Guard (PFG), who blockaded the ports from August 2013 to July 2014. His personnel still control the Es-Sider, Ras Lanuf and Zueitina terminals but he has not repeated the demands for an autonomous Cyrenaica which originally motivated his protest
