Gulf Co-operation Council (GCC) states featured on the list of commitments made at the Kuwait International Conference for Reconstruction of Iraq. Kuwait led with $2bn, followed by Saudi Arabia ($1.5bn), Qatar ($1bn) and the UAE ($500m). The Saudi commitment includes $1bn from the Saudi Fund for Development and $500m in export credit, foreign minister Adel Al-Jubair said. Saudi efforts to improve relations with Iraq, which are supported by the Trump administration, are being driven by a desire to diminish Iran’s hold over the Abadi government or any successor.
