Yemen: Hadi tries to keep Gulf partners on side

Yemeni President Abd-Rabbu Mansour Hadi arrived in Kuwait City on 24 March for the Arab League Summit set to begin the next day. Yemen media outlets suggested Hadi would attempt to mediate between Qatar and Saudi Arabia, a difficult task given that cashstrapped Yemen is reliant on both for funds. In early March, newspaper reports said Saudi Arabia had given Hadi an ultimatum, telling him Yemen must choose between Riyadh and Doha. Hadi used his speech at the summit to highlight the role of Saudi Arabia and the Gulf Co-operation Council (GCC) in Yemen’s transition, without explicitly mentioning Qatar.
