Many of the UAE residents named in the leaked files are expatriates, many from the Indian subcontinent. Among the most intriguing names mentioned is Lebanese origin, Swiss citizen Khatar Massad, who emerged as one of the most prominent figures in Ras Al-Khaimah’s growth in the 2000s. Under Massad’s control, RAK Ceramics – which he helped found – become the one of world’s largest ceramics manufacturers, while under his leadership, RAK Investment Authority was the driving force behind industrial zones and free zones. An advisor close to RAK Ruler Sheikh Saud Bin Saqr Bin Mohammed Al-Qasimi, Massad also headed RAK Airways and RAK Tourism Office.
