Sultan Qaboos Bin Said Al-Said remains abroad having left for Germany in mid-February for more medical treatment – he was previously away for eight months in 2014-15 – but the sultanate remains able to make high-level deals.UK defence secretary Michael Fallon visited Oman (and Qatar) in late March. His meetings included royal office minister Sultan Al-Numani, chief of staff Ahmed Al-Nabhani and minister responsible for defence Sayyid Badr Al-Busaidi (who replaced the once very powerful Ali Bin Majid Al-Maamari in 2011).
