Fuel tankers and oil terminals drawn into battle for Libya’s resources

The willingness of the army general staff in Tobruk to use air strikes to reinforce its control of territory within Cyrenaica and to attack its opponents in Tripolitania, combined with Fajr Libya’s failed attempts to seize the Es-Sider oil export terminal, have introduced new threats to downstream operations. Since late December, the long-standing taboo against attacking economically strategic targets related to the oil and gas sector has been abandoned by both sides. The result has been the destruction of some export infrastructure and the bombing of two vessels bringing fuel into Libyan ports. The insurance industry is increasingly reluctant to cover these risks.
