Egypt: Rosatom still far from nuclear finance deal with Cairo

Claims that Rosatom and the Egyptian government are close to finalising the deal to build a 4.8GW nuclear plant at Dabaa in the Marsa Matruh governorate look wide of the mark. While both sides have made positive statements about the progress of negotiations, observers of this and other projects planned by the Russian state-owned nuclear development company elsewhere in the region say that the key financing arrangements have yet to be made and that the financial weakness of the Russian state means that its ability to subsidise the export of nuclear technology for geopolitical advantage is seriously constrained.
