It was not surprising that Algeria stayed out of the Decisive Storm coalition formed by Saudi Arabia, to drive the Houthi rebels out of Sanaa. Its opposition to the plan was consistent with its criticism of the Arab League’s decision to back intervention against the Qadhafi regime in Libya in early 2011 and its subsequent refusals to support intervention in Syria. Its position is based not only on a long-held commitment to non-interference in other countries’ affairs, but also on the constitutional bar to its military taking part in operations outside its own frontiers.
