The 2,700-word annex to the US-GCC Camp David Joint Statement contains more detail about the practical steps agreed by the summit. These include the following:• The setting up of a senior working group to look at developing rapid response capabilities, which could mount or contribute to counterterrorism, peacekeeping or stabilisation operations in the region. The working group will keep in mind the unified Arab force proposed by Saudi Arabia and agreed on in principle by the Arab League in March
